Use an admin cmd window from another computer on the network

2008
shutdown -r -f -m \\COMPUTER /t:00 (To reboot)
shutdown -s -f -m \\COMPUTER /t:00

2012 or later:
SHUTDOWN /r /f /t 0 /m \\<ServerName> /c "<Description>"
SHUTDOWN /s /f /t 0 /m \\<ServerName> /c "<Description>"
